In fact there have dozens of place, such as "Shanghai music college", mostly depends on where you live and whether you could speak Chinese.

Do you know if there is anyway to play silently? as in a set of drums that are electronic, and can be set low, headphones, of off?

Yes. You can get pads that go ontop of drums to dull the sound. Ask any teenager who is learning the drums at home......usually comes with the kit:) Shanghai Music Conservatory is a great place to meet fellow musicians. Lovely old buildings in nice gardens. It's on Feng Yang rd (off Hua Hai Zhong Rd, diagonally opposite Dong Hu rd)
