Buisness Setup China or HKG

Brief outline, i work for a 3PL in Shanghai and i have been approached to setup my own facility here in Shanghai (logistics) I am unsure as to setting up a buiness (company) here in China.
So some help on the following would be very useful.
1) Is it better to set up a company in HKG or China,
2) How do i even start
3) Web design?
4)How long would it take..

I know basic but crucial, the customer hit me with the request over the weekend and its too good to miss

1, Shanghai is good place to start up a business because of the relative low cost.
2, It's difficult to answer your second question.
3, You can find some local web design company to set up your web.
4, It will take one month or two months, even more, but it depends.
