i plan to order some office furniture from the USA and ship it to shangahi. the price of the goods in the USA is US$500. would i simply pay VAT (17%) or are there additional duties / import fees?

You will also need to check with your freight forwarder, you get taxed separately on electronic and non electronic stuff. Wood is quarantined for up to 3 months. Lot'ts of paperwork ahead of you. Ask Santa Fe, they have a forwarding service that takes care of this headache for you.
